Public money wasted on FST Plant; nothing useful produces out of it; Nobody cares

Port Blair, Feb 15: Prominent citizens claim that, "the FST Plant is non-operational since many months. The 42 KLD Faecal Sludge Treatment Plant at Brookshabad is manufactured by D.D. Builders, Infrastructure Service, accordingly the machine should be under AMC and the PBMC should ask the supplier to send some Engineers to rectify it, but due to internal nexus between D.D. Builders and PMC nobody knows what exactly going on and how they are managing the superior officials".

Objective

Faecal Sludge Management is necessary in densely populated areas where a proportion of the population is not connected to a sewerage network and the covering and rebuilding of the pit latrines is not possible. In Port Blair city, every household & institutions are having septic tanks as primary treatment unit, which has a time bound capacity to process night soil/ human excreta depending upon the capacity of the tank and its users. As an end result, these septic tanks deliver accumulated sludge which requires further processing to discharge in eco-friendly manner.

Background

Under the prime objective of Govt. of India's flagship scheme Swachh Bharat Mission (Urban), AMRUT & Smart City, to cater the component of faecal sludge treatment in an effective manner and with an aim to make urban India free from open defecation and achieving 100% modern and scientific management of municipal solid wastes. The Hon'ble Home Minister, Shri Amit Shah has inaugurated a project for construction of Faecal Sludge Treatment Plant of Rs. 2.88 crores worth, 42 Kilolitres per day treatment capacity during his visit to the Islands on Oct. 16, 2021. The Port Blair Municipal Council (PBMC) has taken up the project and executed under Smart City Mission supported by the PBMC-Solid Waste Handling & Management Bye-Laws, 2017.

Expected Outcome

FST Plant is designed to process the sludge and would give by-products such as treated water confirming to the standards of CPHEEO & manures to be utilized for organic farming and run on self-sustainable basis.

But, here in A&N Islands getting nothing good out of it despite pouring crores of public money, just remain for Money Minting Machine, citizen say.

Based on an input, Andaman Nicobar Command took an operation on Nov. 25 and apprehended a Myanmarese Fishing boat named "Soe Wai Yan Htoo" in Andaman seas which was carrying approx. 6000 kgs of prohibited drug Methamphetamine.
